On Tuesday, Mubassir Latiefi Superintendent of Police, Kulgam disclosed that the Kulgam woman Rukaya Banoo had deposed before the magistrate that she was neither raped nor abducted on 19th of July, 2011. Earlier, the 30 years old Gujjar women Rukaya Banoo had alleged that she was raped after she was abducted on 19th of July 2011, by two soldiers of Rashtriya Rifles. The J & K government had ordered a magisterial inquiry following widespread protests.
Besides the Director General of Police (DGP), Kuldeep Khoda appointed a special investigation team headed by DSP Mohammed Shafi Mir. SP Kulgam Mubassir Latiefi who was flayed by SIT head, Mohammad Shafi Mir, Deputy Commissioner Kulgam Farooq Khan and CMO Kulgam Dr Altaf Beigh, stated that on 21st of July 2011, at 1300 hrs one lady, Rukaya Banoo resident of Gujardar Manzgam, at present Chhiranbal Behak reported in Police Station Damhal Hanjipora that on 19th of Julyy 2011 at about 1900 hrs she had gone to nearby spring where she was abducted by two army personnel in uniform carrying wireless sets with them, abducted her and raped her in a forest.
SP Latiefi said, On 21-7-2011 morning they left her in the forests from where she reached her residence Chhiranbal. On this case FIR No: 66 /2011 under sections 366, 376 RPC was registered and investigation taken up. He said the lady was immediately examined medically first at the Sub District Hospital DH Pora and subsequently at the District Hospital Kulgam. The exhibits were sent to FSL Srinagar for microscopic examination also. It was stated by SP Latiefi that, the prosecutrix in her statement deposed that she was neither abducted nor raped by any Army personnel or civilian.
He further said, she stated that she had left her Dhok on her own on 20th morning which contradicted her initial statement that she was abducted on the evening of 19th of July 2011.
