Gujarat chargesheets Rahul Sharma for alleged misconduct

On Saturday the IPS officer Rahul Sharma was chargesheeted by the Gujarat Government for alleged misconduct in not submitting the original compact discs containing mobile phone call records related to the 2002 communal riots. It was asserted by the Gujarat Government spokesperson Jaynarayan Vyas to the journalists that, today Mr. Rahul Sharma has been served the copy of chargesheet. It was confirmed by Mr. Sharma that he received the copy of the chargesheet. On Saturday he was chargesheeted after his notice period ended on Friday. It was on 27th of January Mr. Sharma was served the first notice. On 28th of July he was served the final notice and asked to file a reply to the notice within 15 days. Under Section 3(1) of All India Service Rules 1969, the officer has been accused of gross misconduct. He has been accused of not submitting the CDs containing phone call records during the riots to the respective investigating officers of Naroda Gam, Naroda Patia and Gulburg Society case. It was a day after Home Minister P. Chidambaram said the centre was willing to intervene in the matter, the charge sheet came. It was stated by Mr. Chidambaram that there were rules which allowed the Centre to intervene. He added that the rules do provide for the Central Government to take certain decisions but this depends upon the concerned officer. It is possible if the officer concerned raises the same. As per the State Government, conduct of Mr. Sharma was unbecoming of an IPS officer as he did not submit the CDs the superiors when he was transferred from the post of Deputy Commissioner of Police, (Ahmadabad).
The High Court, on Friday, rejected Mr. Sharma's petition seeking details of the grounds on which he was served a show cause notice by the State Government early this year over providing phone call records pertaining to 2002 riots.
